• The current state. A link to what exists, the platform it runs on, and the specific things that are failing.
• Users and roles. Who will use it, whether they log in, and what each kind of user needs to do.
• Connections. Any CRM, payment, booking, inventory or accounting system the site or app must talk to.
• Constraints. A launch date, a budget range if you have one, and any compliance requirements.

What happens next
